I was supposed to follow the museum curator but didn't keep up. I already knew where he was taking me so I went and dug up a the envelope, then returned to museum. He disappeared and never returned to museum. Restarted game but still missing.

Try taking the envelope to your secretary in Town Hall, then try visiting the curator again. smile
