Whenever I pause the game and come back later, my peeps are never in the same place. They are doing something entirely different than they were when I left them. It's funny.
They are in different rooms and doing different activities but still frozen.

The game does not store the location or current activity of the people in the savegame file, but rather determines their starting positions when you launch the game. That's why you see them in different places than when you left them, even though the game is paused.
