Yes, he can, but everybody can too! $\:\)$ The SPCV's rules are not official laws but they are a declaration, a kind of profession of faith. So the SPCV has not any authority to punish somebody! But we may denounce this person (even if he is not a SPCV's member), we may show him to the entire world as what he really is! It could seem to be not very much, but anyway it is better than nothing! The Human Right Declaration is like that. They can't interfere in Countries' Laws, but they show us what happens in these countries and, so , they may alert the public opinion!
