You need Level 3 in a couple of techs, and it allows you to purchase changes of clothing for your villagers.

The building foundation will magically appear when you have the requirements.

You need Level 3 of Science and also Restoration.

For tech points you can take your villagers to the clothing hut and get them a change of clothes; I didn't get mine until I bought level 3 of restoration, Least I think thats what it was, it showed up after I had all the huts built, I know that much.
