Do you read the tips as the game loads? One tip I saw recently said "A villagers likes and dislikes affect their behavior"
I had trouble getting my villager to have kids (she wasn't useful for anything else) and I noticed that her only dislike was, of course, children. (I made her to become a master parent anyways lol)
Just keep trying. It's not about science as much as it is about medicine. Try to get Level 2 of medicine asap if you are still having trouble. The chances of having a baby raise when medicine is at level 2 and 3.

Neither of them has any likes or dislikes.
I don't have time to wait until I can raise medical. If I do, then I won't have any kids to pick up collectables. I know you don't have to pick up collectables, but it does help raise the tech points if you do.
I've already had to start the game three times now. First two times because I started with nursing moms and wound up with all males and only two females, who were too old to have kids. This time I started with one six year old and no nursing moms. Now I need a new baby before long, as my lone kid is now 11. But at least I've got an even number of men and women adults.
I guess I'll just try the other pair of adults.
Well it took me a while, but I finally got a baby. I used the other couple, and by the time the baby came along, the father was an adept parent and the mother was a trainee parent. The other couple skipped the trainee parent part and went directly from untrained, to adept.
I was beginning to think I was going to have to trade the males and females, around, so I'd more or less have four couples for trying for kids. I'm glad I didn't have too lol.

This is normal behavior for the game. It often can take many tries before a baby is produced, and sometimes you do need to try a different mate.

One thing I've noticed, sort of on-topic, sort of off, is that these mothers can have babies when they are old, unlike the other games. I currently have a 56 yo mother. Looks like she had the baby when she was 55, but still. In all of the other game, 50 was the cut off. Except VV1, I think....

I have you both beat. I had a woman who was "elderly" yesterday and couldn't seem to have any more children (I was trying to make her a Master at Parenting). This morning when I turned the game on she was 76 and carrying a baby! I couldn't believe it!

If you notice all the "moms" after 50 have parenting checked off as their preferred skill.
Unchecking the skill allows you to do speed kissing WITHOUT producing offspring.
