Do you mean you want to learn how to make your own mods or how to put different mods in your game? You should read this helpful information first.

There are several tutorials made by forum members in the VF Mod Forum on how to make mods. They are here, here and here. There are probably others as well. Also read this post from LadyCFII before installing any mods.

Can you use mods on iPad and iPhones?

You need access to the games image folder to install mods. iPhone's don't have access. Sorry, I don't know anything about iPads.

All iOS devices (iPhone/iPod/iPad) share the same restrictions, meaning there is no user accessible method for changing images in the game, which is what mods are. The same can be said for Android devices. Mods can only be used on the computer versions of the game (depending on the place of purchase).
