Are you supposed to use the mutation liquid before or after the plants have matured? Thanks!

after they've matured, before they've been pollinated!

You can use it anytime.

But, if you use it before the plant matures, you may not know what the original plant was.

I always wait until the plants are mature so I know what the plant was and what it becomes.

And it also doesn't matter if it is before or after the plany has been pollinated.

Except that if you find the plant you want and want to "save" it, it needs to be unpollinated. However, in either case it can still be used to pollinate other plants.

Also, in case people get confused, the seed you see by double-clicking the pot is the original seed the plant grew from. That doesn't change with Mutation.

I keep seeing this quote, and wonder what it means.

I am new to LDW and have only played the game PT and only for a couple of weeks now. I gather that the Village Games also take place on Isola, so does that quote refer to those games only or are there also surprizes in PT? If so can you give me a hint as to what I should be looking for? I'm afraid that if they are subtle "things" I won't even realize that something strange has happened?

All of LDW's games take place on Isola, though some may be in the future or past of others or in an alternate universe.

The quote just means that there may always be things that are unexpected on Isola, and therefore you should expect them!

I discovered something new yesterday, today, and probably will tomorrow.
