I have gone down to 14 people. I have 11 puzzles solved, but what do I do now? They are all too worried to breed.

what are they worried about? Food? If you have all the puzzles solved but the last one, I'm guessing you probably don't have what you need for #12. Check the top of the forum for answers on the last puzzle.
