when you use the mutation liquid, the plant will always change
it will either change its flower type, or its foliage type - in no discernible pattern - if the flowers change, the foliage will remain the same, if the foliage changes, the flowers will remain the same
for example - if you have a Jalapa Ball Cactus, and you use the mutation liquid on it, it could turn into a Blazing Ball Cactus, or it could turn into a Jalapa Pear Cactus
there is no guarantee that the mutation liquid will give you a plant that is inherently valuable, or one that you do not already have
that is part of the risk and the strategy of the game

There's a good description already posted in the Guides of when it's best to use the mutation liquid - and seedling isn't it, I'm afraid. It does always change something - the foliage or the flower, but when the plant isn't mature, you can't really tell what's changed. If you wait until the plant is mature, you can use it then and definitely see a difference! It is costly, and to me more or less a last resort, but I got lucky the first time I used it. Haven't used it since, though, and am afraid I'll grab the wrong bottle and mutate something I really don't want to!
Good luck!

i think she is using it on mature plants, and the problem is that she is getting mutations that are the exact same plants that she already has, through her regular breeding
i interpreted the question as being whether or not it was normal to get plants you already have
and the answer is yes, that using the liquid is a risk, that you may or may not be willing to take
personally, when i have overflowing cash, i love it lol
but i don't waste my money on it until it is almost a last resort in trying to complete my breeding programs

gotcha mini...maybe i was too tired to interpret it right, i kept looking at the part when she said "when they are fully mature"
i guess i should refrain from interpreting anything that far past my bedtime, lol

I used it alot, and that is how I found my second plant. The first plant I found cost 227.00 so I used the seeds from that one to sell at least 10 each time until I built my money up while crossbreeding the other 5 plants. Once my money was built up, I got all my Isola gear and started mutating. I mutated when they first started growing, not as seeds. It ticks me off when I use it though and I end up with something I already have, but it is good info so you don't do it again.
