You don't need more technology to solve the remaining puzzles. Puzzle 13 is the key to everything except puzzle 15. Generally, the best approach to getting clues to the puzzles is to drag different villagers around the island looking for clues. Different villagers will see different things, so make sure you try lots of different villagers.
