I'm new to vv1, just got it last week, I completed all tech levels and am on puzzle13 having completed 1-9 and 11. Do I need to do anything to prompt the apearance of "special person" or just wait? My population is 91.

You can try dragging various villagers around and look for clues, or you can check the spoilers thread in the Guide Section for the solution to the puzzle.
