is there anyway to make a doctor a master faster
im trying to get her to be an elder ...

Well, leaving them alone for a few days seems to work fine for me. It's best to start them off when they're children and then wait for them to master healing before moving on to other stuff. That's how it happened for me.

Train them to other Works

Hmmm! It seems that healers will become master doctors only when healing is their only skills and even, it is not certain! I succeed there only when all the important tasks are ended, when all puzzles are complete. Healing must be their first training! And then, you may train them to other skills. Or you have to make them studying strange plants again and again (they'll not do it by their own if they may have something else to do!)

she is 67 and adept doctor taking forever to get that totem

At 67 she's elderly so will be slow to find any sick villagers, especially if you've other doctors who will beat her in finding anyone sick. You could try getting her to study the strange plants over and over as laurence has suggested, and could try making a stew that makes some villagers ill so your doctor can heal them.
