I think that there should be an unlimited number of elders, and more ways to increase your population maximum. I have been stuck at a maximum of 95 for about 4 months now due to a missing shell, butterfly, and pebble, and have reached my maximum on Elders. (VV2) I also think that there should be a area where we could build more homes allowing higher population growth.
