Took me some time to figure out all the puzzles in VV and when I managed to answer all of it, I found out that there're guides~! A hint will be it is done by the a certain someone you've obtained in earlier puzzles, in other words you should have obtained it already seeing as you've completed the 1st 15 puzzles and also you do not need to do anything.
