how do you get the villagers to start building the third hut? I have 25 villagers, but they won't breed anymore since there is no more room. I have builders trained.

Tigger, look around and you will see where the third hut needs to be built. It helps to drag one of your builders around to see what he/she see's.

Your builders will start building the third hut on their own at some point after you reach 25 villagers. Apart from checking to make sure that building is selected as their preferred skill, I don't know of any way to hurry them along.

You have to have a villager with building skill and a large enough population (15), and then the builder will start the hut on his or her own initiative.

do they build more than 4 huts? i'm at 65 population and they won't breed anymore due to the housing limitation, and i've got 3 huts so far.

I think you have reached the current population and housing limits.
