I agree with you. I would only add that I'd had three villagers (one male, two female) that just would not mate; they would run for the hills. Or the two females I mention never had children. They either ran or the few things they give in and go into the hut, no baby.
It just happens like that sometimes.

I had a problem similar to this before though, I had my first hut built but this one couple would never reproduce. I switched them up a little and waited for a teen boy to turn 18 and I then tried my female with him and on the first try I got her with a baby.
