Adept and master parents can teach. They don't need the parenting skill set. If they haven't got enough parenting skills adults over 18 will tell a story instead.

My elder had absolutely no parenting ability (master in farming, building and research only). When dropped on a child, he would attempt to tell a story. If successful, he gained parenting ability. Found this out completely by accident when bored one day.
