Not to be on the negative side but how about some sort of counsel of elders where those villagers that all they do is "enjoy the pond" and eat could be brought in front of the counsel and "judged". Maybe the old fashion stockade or extra chores and for those that just insist on doing nothing a "voting" off the island sort of thing..

I am running only 2 games but in each I have a certain 2(man & a woman) that I am constantly chasing even to the point that when I place them at the research table they try to make a break and run or even sit/hide amongst the children during story-time..
