If you are having trouble getting a villager started as a builder by dropping him on the dam, try dropping him on the love shack until he becomes a trainee then move him back to the dam.

Also, in one game, I had a villager who loved herbs and running. I made him a doctor, dropped him on a plant and he just ran from plant to plant, studying.
