I'm stuck at Puzzle 13 too. I have all techs and the idol, but nothing for the last two days.

Also, Puzzle 15 has eluded me. I've taken masters of every skill (except Breeding) around the island dropping them everywhere and all the oohs and huhs. but nothing. Tried to get a master breeder but quickly reached 90 population with it.

Any hints for either of these?
