I have one villager who has the exact same level in farming, building, and research. She has gained master level in farming and research, but not in building. Does the level have to be higher for building than the others?

I copied pics of her detail screen, and all three skills on pause if it is needed.

Right now there's an overlap between adept and master status on the bar, so just sit tight.. she'll get there

She finally gained elder status, 10 hours (albeit at 1/2 speed) after I posted and her detail screen looks exactly as it did last night.
