My male villager, 60 years old, is not increasing his parenting skills and is somehow 'stuck' at adept. How do I solve this? The other female villager, 55, is able to increase her parenting skills and now is a master parent(er). However her skill also seems to be 'stuck' as well

yeah, it's annoying how the skills gains only very very slowly as they become more adept. I once spent half an hour constantly picking up an adept parent and having her kiss another adult - didn't let them go to the love shack though, and it eventually worked.

I pick up a female villager(50+ yrs old) and constantly make her kiss another male villager** until she gains her Master Parent status. I juts make sure I keep hearing the kissing sound when I do that. It doesn't take me 5 minutes! (Honest!!) You can try that method too if you like.

** My Male Villager is usually above 66 years old, so that he doesn't run away!! LOL...!!

If you put the woman on the man HER skill increases. If you put the man on the woman HIS skill increases.
wait for the villager improved message then do it again. Don't wait till they go in the hut.
