I have two questions:
1. My villagers wont have anymore kids and my population is only at nine, what do I do?

2. How do I get my villagers to build more huts?

3. (I just thought of this question) I cant get my villagers to master the plants so that I can move on to the next puzzle.

Unless all your females are over 50 or under 18 your villagers should have kids; just keep trying. If one pair don't get on, try another partner.

With your population at nine you shouldn't need more huts. If you've completed the one at the start of the game you can have several kids before another hut is needed. When it is needed, the foundations will appear.

Drag one or more villagers to the plants. After a while you will see the message "Your villagers have mastered this plant", and you can move on to the next. Rememeber that there are more plants in VV2 than in VV1. For more help see the Guide section of the form.
