I've completed all tech levels. I have dragged and dragged every single villager over to the ruins and no one will do anything! What am I doing wrong?

Puzzle 11 is the restoration of the temple at the site of the ruins. After attaining Level 2 of Spirituality and Level 3 of Construction, drag one of your villagers to the ruins in the southeast portion of the island, and they will begin restoring the ruins.

Since he says he has completed all tech levels, I don't think copying the puzzle solution from the guide is going to help (unless he is mistaken about his tech level attainment).
