The villager who is deemed to be the elder is 'chosen' by any villager who wants to argue, praise, tell a joke, etc., which will always interrupt anything that she was doing. This villager is usually the oldest, but not always, and is not to be confused with an Esteemed Elder, which is something completely different. That's how the game works.
