I have several villagers who are at Master level for three areas, that are not ranked as Elders. For example, I have one named Tomil. He is a Master Farmer, Master Builder, and a Master Scientist - but he has no totum and he is not an Elder.

Any suggestions?

Do you have 50 totems already? I think you can only have a maximum of 50 totems, with a few exceptions...

If you have 50 elders, you've reached the limit in the game. There is a lot of discussion in the forums, both pro and con on the subject. If you do a search, I'm sure you'll find several threads where you can join the discussion.
