Not quite right: they only gain skills by fixing huts. They gain nothing by examining them. If you see a builder 'examining' a hut, pick him up and drop him back down again; hopefully he will start 'fixing' it. If not, just repeat until he gets the message.

No skills are gained by collecting firewood.
