I had a villager who just would not build. I kept dropping him on the hospital and he just would not build. Then I notice him being curious about the vines and drop him on them. He started removing them and, in one trip, he was a trainee builder. So the tip is, if someone won't build when you drop him on something, try dropping him on something else.
