Ok I just purchased the level 3 tech where the hospital base is suppose to come up but there is nothing there. I have level 3 on farming and level 2 on everything else. Am I missing something? Why didn't the base show up?

Possibly engineering too, considering another puzzle you needed level 2 engineering for 2 other constructions ;\)
