First I had an Elder that instead of getting a totem got a tombstone and still continued running around for another 30 years until he got his real one. Now I have a Master of 3 who is not an Elder. Is there a cap on the number of Elders like there is on the number of tombstones?

Yes, there is a limit to the elders/totems.
