I have level 3 on exploring & engineering and when I drag a person there it says confused more research needed. What am I missing?

Maybe you need to use a master builder? I'm not up to that part yet but logically speaking that sounds.. ehm.. .logical :p

you need to modify the title to say *spoiler* or pm an admin to do that for you.

now, to clear the floor, you need level 3 in engineering and culture then drag a master over there.
