I just bought the leval 3 engineering but I cant get it to do any thing new, do I need leval 3 in something else first maby?

I don't think L3 Engineering on its own helps you do anything new. You do need it in conjunction with some other L3 techs to start some new building tasks, though.

Have you taken your builders around? And I believe you should see at least one new obvious building plot as well
