So I seem to have a villager who refuses to turn 14. Is this a noted fluke, or am I just being impatient?

I don't really think it's a _bug_. We aren't aware of any bugs that affect a single villager's age. In order to say for sure, I'd need more details about the village, such as game speed, how many other villagers there are, whether the child is getting older or is actually stuck at the same age. If he's stuck, it's most likely due to adjusting the computer's system clock.
