i don't restart games to get a better tribe. the only time i have restarted was when i wanted a hard tribe and i forgot to put it on hard before i started. i think. i could be wrong.
When I feel like starting a new game, I'll sometimes look for interesting likes/dislikes, but not always. I think I like the games more when I don't get a adult runner right away, but it is the kid or one of the first kids born.
