It does nothing. Move the farmers to other work till the crops come.

It's not totally true that it does nothing. It increases a farmer's skill, so that they become a master farmer sooner (which has significant benefits, too).

they do gain skill from watering the crops? well that is something at least...although their time could be better spent fishing, imho
