I've maxed out on villagers and now they are saying "Worried about housing." Does this mean I need to quit breeding for a while and let the numbers drop or is it okay to leave that.

Don't worry, after the third hut is built that is it. They are just worry-warts.

I would like them to be able to build more housing too, but it is a no go so you just set them on a task and take their mind of the crowded huts.

IIRC, the villagers who are "worried about housing" when at the maximum population are builders. You may want to switch their jobs to farmers.

Or if I'm wrong, and they are farmers, switch them to builders so that they will "fix the huts" that exist.

...or just switch them to healers or don't worry about them worrying.
