I was able to unblock the lagoon but everytime a villager uses the lagoon water to water the dead flowers, nothing happens and they go back to doing their job.

Is this normal? What do I have to do to get those flowers to bloom?

It is normal and it takes a long time and alot of watering to get the flowers to bloom, try using builders to water it as those who have no building skills will only water it once.

I have only one builder and she is an adept builder...I got her to water the field but she only does it once then I have to send her there again since she will wander off doing something else. It is very frustrating.

Male sure you actually have her checked as a builder. And maybe you could put one of the other villagers to fix the the hut (again check building) to get just a notch of building skill. That will mean he/she too will water the field without supervision.
I usually take the opportunity while the lagoon is being unblocked to put each villager to clear one or two rocks, so they get the smidgeon of experience to so I can use them to water the field later on if I need an extra hand

It's one of those tasks that seems to take forever. With some, like hut building, temple restoring, and idol carving, you can click to see how far they are getting on in the task. However, ones like clearing the beach and watering the field give no clue.

i've just completed the task took about 12 hours my builders contiuned to water the field as the lagoon had been unblocked and no other building tasks

I've come to the conclusion that this one village I have is just plain lazy.lol They don't stay on task unless I'm right on top of them pushing them at it. Oh well....lol got 3 more villages to work with
