hi i got the full version a few days back im tryig to solve the 14th puzzle my building skill is maxed and im dragging and dropping my master villager around the island crazilly could sombody give me a nudge in the right direction please?

Make sure you have science up to level three as well as building at level 3 in tech

It's not a master villager you should be dropping.. it's someone else that's special

Could someone give me a hint as to what I am looking for to solve this puzzle so the special person can be produced.? Can another person exist after you already have 90 villagers?

You can have no more babies when you are at 90 villagers. Sometimes, people get 91 or 92 because they birthed twins or triplets at 89, but at 90 you have to wait for someone to die.
