I've had some Master Scientists that have gone as far as they can. When I clicked on their details, the bar was completely filled and when they were researching I kept getting the message, "This villager has achieved this skill" or something like that. They got no more tech points. That's when I switched them over to something else, unless they were elderly. Then I leave them be.
