Do you have a Master Builder? You will need at least ONE master builder to get the rest started. ....I think. I can't think of anything else you need, so it must be the Master builder.
If you don't have a Master Builder, just keep plunking them down to fix the huts until you get one.
Someone who has built it more than three times, or has a better memory than me (heh) will correct me if I'm wrong.

HOW do you get a master builder when the little demons won't stay on task?? I have one adept builder and several high-end trainees, but I have to babysit them, or they're off to do laundry or something else useless. I'm about ready to lop off their heads, but I can't find the axe!!

Yeah I have the same question. More than enough Masters of everything else but building I don't have. I keep setting them out to fix huts and it does next to nothing to raise their skill level.

if you've only got huts built so far, there are other structures which will raise their skill level. Use this down time to let them help with research

No, the little miscreants have built all the major structures thus far: huts, cleared the beach and unblocked the creek. I guess I'll just have to babysit them.  I've played Sims and Sims2 for years, but these little guys are more addictive, by far!!
