How do my villagers learn how to fish?! they go swiming, but i cant figure out how to teach them to fish. any help please?!

you need to buy the third level of harvesting... which is 50,000 tech points

First teach them to forage for berries, then when you have enough tech points go to tech and buy farming level 2 and teach them to plant. Finally when you've gotten over 50,000 tech points you can buy farming level 3 and teach them to fish. But don't just worry about that, worry about housing, population and make sure that your villagers are healthy!!
