I was wondering whether a windows pc will run village sim or if its only for palm devices?

No, but yes. See this post. It worked fine for me. I ran the palm version on my MobilWindows with out any problems.

Village Sim will run natively only on Palm devices, however there are Palm simulators for Windows PCs and Pocket PCs. Virtual Villagers is an enhanced version of Village Sim and is available for Windows and Mac. You can check those versions out here.
