Does the 2x speed only work for like crops and nursing or will it help get tech pts faster too?

Now you tell me! ~sigh~ I've had to abandon a couple of games cuz my little foragers couldn't figure out how to farm that little plot & I didn't get enough tech points to get 2nd level farming & I really HATE waking up to one of the original settlers having died overnight so I always delete that game and start again.
