I've have two master farmers and have completed puzzles past that one....I just cant seem to figure it out. I make them go swimming all the time. HELP!!!!

My master farmers have gone swimming plenty and they just dont like to swim. I also have completed puzzles past the fishing one and stil no luck Thats the only one I had to just pass cuz I couldn't figure it out. Could someone please help!?~!?~?~
