It's just something the villagers do from time to time that doesn't really effect the game per se, like laundry, telling a joke, arguing, etc.

I get rain dancers all the time. My village has been at it fo A WHILE lol. No rain as yet. At least they have a goal. The "exercisers" are just running laps around the compound, lol.
