One of the interesting things about Virtual Villagers/Village Sim is that what happens when the game is actually running can be very different from what happens when the game is off. When it's off, the game state is updated at game launch, and game speed becomes an important factor. When it's left running, game speed has little or no effect on the villagers' work. They do their jobs and produce tech points, food, etc. at whatever rate their movements allow. During that time, the game speed affects only calculated values, such as nursing babies, aging, and (to a degree) food consumption.
