I'm not sure what's going on but I am stuck at 15 villager's and can't go any higher. I have level 3 construction, level 2 fertility and my 2nd hut is being built as we speak. Am I missing something?

I think you need to wait until your 2nd hut as been built and then see if that helps! You shouldn't have any probs after that.

That did it! I went back to the game just now and the hut was built and it said that I was able to support more villagers, and sure enough first try I had another little villager. Thanks
