Your builders will only build three huts. The game starts with three hut's (The Love Shack, Large Building and the laundry hut) and one half started. So if your builders have built three huts, that is all there is to build. The builders will start to build on of the three whenever your population reaches a certain level and not before that. They should start building the second one around a population of 13 or so, and the third one around 25 or so.
As soon as your population increases to the point where accommodation is getting critical, the "cornerstone" of a new hut will appear, and your builders will find it and start building
