Your builders can still repair huts to gain construction skill -- and they may on their own if you check their building skill and it's the highest skill they have.

Or you can manually drag your builder to a hut (not the laundry hut, the school, or the breeding hut) to get them to try and fix it. They'll "examine the hut" first.
