Do I need anything else to get Puzzle 9 to work, I've got the lagoon and the strange fish, I have Level 3 Harvesting and Level 2 everything else. But whenever I take anyone to the dead flower they look at it and then do nothing. Do I need to get more tech's first?

You should be able to work on that one as soon as you cleared the blockage for the lagoon. When you drop a villager on it, they should try to water it don't they? It's not an instananeous puzzle to solve you have to let them work on it for awhile. Patience is a virtue.

It won't work, I take a person there and they note the dead plant and then they just go off and do something else. Oh well I'll keep trying

Use a adept or master builder or farmer and be very, very patient!
